Do you think Turkey is building dams on the Euphrates (and thereby restricting Iraq's water supplies) so it can gain a monopoly on Iraq's oil reserves?

No, I do not think that is the motive. The Turks have long insisted that the water in their country is theirs, just as the oil in (say) Iraq belongs to Iraqis.
