First of all, Israel has to be invited to join NATO.

Second, if other nations come out against that, they know where the door is. Plus, that the door doesn't hit them on the way out.

Third, it is time to put feelers out to the signatory states of the Borjomi Declaration. For the signatory states each want a culture that commands respect and inspires confidence. Plus, each of them have this in common with Israel: a menace in the vicinity that cannot be ignored.

Fourth, for the signatory states of the Borjomi Declaration to see if other nations who want the same goal as the current signatory states, if they are willing to sign on. For there are countries which have to deal with a menace in the vicinity that cannot be ignored.
