The answer is quite simple. In the international community two things are sacred; diplomats and money. Diplomats, as you probably know, are immune from civil and criminal laws in the countries where they serve. The same goes for money; one country will never allow a unilateral expropriation of funds for fear of having it done to themselves. What they can do is freeze the funds in which they then stand in place, but cannot be touch.
