This will sound literally like heresy, which is why it may be the best option. Every religion considers Jerusalem holy, so let it be the world capital and the center of UN. Israel's capital will be Tel Aviv. The city will be open as residence for those of all religions. People all over the world will tour it, and it will engage in trade with the rest of the world and Israel. The question will be who will have military control. Perhaps, the city should have status as an independent state.

I think it's almost all agreed that there needs to be two states in Israel, Jewish and Palestinian.
