This is not a pleasant thought, because Nicosia is a divided city, and frankly both halves combined are less than what Nicosia ought to be when whole. Berlin is another example. As long as obstacles are in the path of greater co-operation in those parts of Jerusalem that have been under Israeli rule since 1948 - those weaknesses will be exploited by those who will dominate Eastern Jerusalem.
