That is a problem that should be addressed now, or at least well ahead of it's time. The Israelis will never outbreed the arabs, and wouldn't this microcosm (Jerusalem) be only a precursor to the larger problem of the Palestinians eventually outgrowing the Jewish population? No matter how they carve up the land, this is the eventual possibility.
