No excuse can be accepted or else every now and then we will have terrorists killing civilians right and left. If one is too worried, he can throw the US passport and go join the fight, but where the fight is taking place, not where prayers are taking place.. ..condolences to the victims and their families and if that did anything, it did score against the Muslim communities and not for them. As long as there are terrorists like this one or the one who killed PM Rabin, we will not have a stable middle east. People need to open their hearts..enough opening legs to which ever movement that comes..
