While I do not know the exact formulation, I believe the only way to significantly impact Palestinian behavior is to charge Palestinians for their misdeeds.

For every rocket launched or every stone or knife attack, annex x units of land* but subject to future negotiation.
For every instance where an Israeli is injured, annex 10x (or some other ratio) of land* PERMANENTLY.

For every Israeli death, annex land - and specifically name it after the deceased and title it to the deceased's family. This land should also come from EXISTING Palestinian settlements - the forced evictions would be in the name of the killed.

Maybe the costs will need to be adjusted periodically.

Only when the cost to Palestinians is their claimed will they decide to give up a fight for however little land is left.

* The land should be a new claim by Israel, not previously-claimed land.
