Your article is extremely clear in revealing the "incremental" changes and development of the "rhetoric" of commentaries, of the Western Political leadership. Could it be, that these "understandings" are not so newly emergent, and had had relative recognition from the onset of the "atrocities!" That, in fact, the subtle, apparent changes of perspective and recognition, in the evolving "names" and "terms" has realy been a slow intentional "process" for the conditioning of the "day-to-day" thinking, and attitudes of the "common man" of the West. The "truth" needed a slower and more transitional approach, lest, the "shock" of the language, be too traumatic, bordering on incomprehensible, immediately following the initial devastations of Sep. 11th.
The retrospective analysis of your profile, of the "changes" of the President's statements, brings reminiscence to President Roosevelt, preeceeding America's entry to WW11. Historians write that it was apparent to him, of the inevitable entry, as the Nazis began to sweep across Europe. However, the far removed, complacent, and seeminly "isolated" American public, would need priming, conditioning, stimulation, and other persuasions until the outlook and opinions of the "masses" would change.
