Since when does race = policy?

What does being black have to do with Obama's foreign policy? Not to be too obvious, but two of W's Sectys of State were African American - Gen. Colin Powell and Condeleeza Rice. Hell, Michael freaking Steele is the head of the RNC! If you keep race out of the issues, it's likely people of other races will too.
