How do you define failure?

A) Why is failure a given? How do you define failure or victory in this case? Is failure defined in a US-centric fashion or from the viewpoint of the Iraqis themselves?

B) Why will Obama be pinned more with its failure when timeline-wise Obama's oversight of the war effort will be, unless all hell breaks loose and troop withdrawals are halted in the next years, much shorter and concentrated on the phase-out period of the war itself?
