When I first read this passage, I bristled with irritation. Then, I rationalized it as diplomat-speak, equating the rare Jewish terrorists with the much more common Palestinian terrorist.

I believe it was Hanan Ashrawi who said that the Israeli-Palestinian conflict is first a conflict on the definition of words.
