Perhaps the best analogy is that of juries hearing mafia cases. Now, such juries are kept apart in separate jury rooms, are not allowed home during deliberations, and their identities are kept secret. This may not be the case with terrorism trials. Hence, jurors hesitate to give guilty verdicts for fear of violence directed against them.
