That would be how I would regard the notion that Trump's plan is designed to help the gulf states in their relations with Israel. It's at least a possibility. In any case, I do not believe Trump would formally recognize "Palestine" (and Jerusalem as its capital) prior to any peace deal being actually signed and prior to Israel recognizing "Palestine", so I do not regard it as likely that a mere statement by Abbas would lead Trump to taking the steps you predict.
Of course, one could argue such a peace-deal would be terrible but one cannot credibly argue that a mere utterance by Abbas would result in formal recognition by Trump. More likely is that a future left-wing administration would recognize "Palestine", but Trump cannot be blamed for that.
