Wilson faced:
- the breakup of the Ottoman empire,
-The new Russian State, communist, and its civil war,
- a bled-white France and England,
- and new now US global dominance
- and an end to imperial Germany itself a mere fifty or 75 years aggregated into a nation from principalities
- and no-longer secret political regional carve-ups of Sykes Picot,
- and various British promises to the Sauds who created a revolt, in Turkey's military rear and who now wanted the State they had bee promised
- and oh yeah the Jews who had gotten a promise
- also, and the Bolshevik Reds, in whose country the US still had expeditionary army fighting the Reds to restore the Whites

So he sent people without pre conditions or pre conceptions - what did they find?

They held hearings, many locations, they listened, rather than talking, they said the Arab woman, usually hidden, came forward to speak - as follows

The local voices opposed a Jewish State

This was TWO years after Balfour, and twenty years after the World Zionist Movement, 1890s, that started Jewish immigration or in-gathering, into the Jews' ancestral homelands
