Israel would only attack if Iran were seen to carry out illiicit activities

And for this very reason, America might look the other way and not protest Iran's cheating, were Iran to cheat.

There'd need to be suspicious activity and Iran would have to block access rather than to grant it within 25 days. According to the WSJ, Iran can block access for many months and would be within its rights under the treaty. Without even being able to say "Iran is reneging on its obligations" (even when it blocks access) Israel wouldn't dare to strike.
