Yossi Beilin's "Confederation" Plan

Dr. Pipes,

Yossi Beilin seems to be tired of his Oslo Accords concoction and so today comes out with a "confederation" plan in the NY Times:

Is this word "confederation" in the Israeli-PA context just a sneaky euphemism for the one-state solution or just another good intentioned yet hare-brained utopian idea courtesy of the Israeli post-Zionist elite?

P.S. Beilin mentioned his negotiating partner Husseini, yet the former forgot to mention that before Husseini passed away the latter called the Oslo Accords the Palestinian Trojan Horse!
