If Hamas is a terrorist organisation who should be the rulers in Gaza?

I don't accept the narrated fact that Hamas is a democratically elected government.People voted them under duress from Hamas.It is not democracy where elections should be conducted in free and fair manner with vast transparency.

If israel does not want Hamas to rule gaza then who should rule gaza according to israel?
