lack of focus on the USA

Judging from Dr Pipes quotes even if one is to go along with Mr Brennan point of view I came to ask myself one question. Where is the american interest in this ? It appears it is now us policy to reduce terrorism overall speaking. I think it is the job of the us government to reduce terrorist attacks here and now, that is to say in the USA and second on us citizens abroad. Terrorists active in other places cannot be an object of a us president's policy. The Brennan quoted measures completely lack focus on the USA. Without that focus it is hard to see how americans can benefit from this.
