Since negotiations have failed due to Palestinian irredentism I propose a new approach:

1. Israel should immediately and unilaterally declare a Palestinian State with defined borders.

2. Any Jews living within this State should be evacuated.

3. Any attacks by Palestinians should be considered causus belli.

4. Should the Palestinians sue for peace it should be based on unconditional surrender of all factions.

5. Following surrender a conference would settle any outstanding issues on Israeli terms.

Only by being tough can you make a final settlement of this problem. Any other approach has been seen as weakness by the Arab world.
