Your comments on the 'structure' of terrorism are correct. Having lived in N Ireland through the 30+years of the IRA compaign, it is clear that the success of that group, and many like it, is their 'cell' system. There is a shadowy 'military council' which sets policy, but each cell operates autonomously in their designated area.
