I am not surprised thatthe Government of Canada would do this.
In the year 2002, the then Foreign Affairs Minister Bill Graham ( Liberal ) indicated that the government will begin to reach out to the Muslim world - so that they will be spared their anger.
This new policy by DFAIT was formed when the previous liberal government was in power. This is the fruition of liberalism as practiced in Canada.
Although French Speaking Canadians represent slightly less than 21% of all Canadians, many french speakers are very well placed at all levels of the Federal Government, in Ottawa ( 41% of civial servants have french as a first language) in Montreal the amount is at least 80%. The provincial government is at least 95% french speaking. All numbers greatly exceed their presence in the Canadian mosaic.
Why is the above relevant? - Because Canada has a history of laws and policies based upon one's BLOODLINE. It is an obsesssion of policy makers to include this concept in everything that the government does. Our new ally is France after all.
Now Canada has a goal of taking this "blood policy" across our shores and surrender a further part of her sovereignity to non-residents, non-citizens and of course, non-canadian taxpayers.

I believe that this policy should concern all Ameriucans like yourself who care about their country and how their largest neighbour runs their foreign affairs.
