UK Govt. could not succeed because some Fascist, Naziist and Racist made conspiracy by entering (Hidden Agenda) in UK society as Muslims names to spoil Islam and Muslims/West relations. If someone has Muslim name it does not mean he is Muslim! There are more than 20,000 foreign agents (Intellectual terrorists) in Western Europe and North America who work to create friction and gap between West and Islam.
