That I have seen on every beach in every country of the world, they are not exactly topless. I have traveled extensively and am an Aussie. I am not a Christian or a Muslim. I am not offended by "sun- tanning" they just want to get some vitamins and have skin tone. I have been living in Middle East for 10 years, here they will not adjust to our norms. It is not mandatory to ban topless, they are just tanning on their backside without exposing themselves, everyone knows about this. The whole world has it, in school in Canada the girls did it, same in America. Now why is Australia different from the rest, In Goa, India any westerner strips blindly on the beach covering their faces, nobody says anything.
