Topless sunbathers are a common sight in European beaches and some resorts in this country. I have have seen topless women at resorts in Egypt. For myself, however, I wouldn't do it in the Middle East simply because it is frowned upon and I wouldn't feel comfortable. However, in Western countries where it is not outlawed I see no problem with it. It does not offend me, either religiously or culturally, and I agree that a Christian minister should not be bending over backwards not to offend Muslims in a Western country. That kind of attitude is dangerous, and only serves to put Muslim sensibilities above what is normal and not taboo in Western societies. Why should we continually kow-tow to Muslims? I had to abide by certain rules in Egypt when I lived there, i.e. no bare arms in downtown Cairo, no shorts or short skirts, etc. but women in the West should be free from these restrictions.
