As anyone who has passed high school physics knows, light can be detected as waves or as particles, but not as both simultaneously. An observer can only see what he has chosen to see.
Heard the story about the rich man and the Rabbi?
Rabbi has a rich guy look out the window, asks what he sees. Answer: Children playing, old people playing board games. Couple of guys studying.
Rabbi pulls a mirror across the window and asks the same question. "My reflection" is the reply. "Such a thin layer of silver, and all you can see is yourself?"
A little self interest goes a long way, or put it this way: buys a lot of "government integrity". The seemingly low wattage bulbs governmental bulbs aren't really that dim: they simply refuse to see. If only the Israelis could offer consultancies, lobbying contracts, and endowed chairs in the Ivy League.
