Is the American Government Complicit in Murder?

Dr. Pipes' excellent article makes me wonder whether the American Government is complicit in murder. After all, the Government of the United States has given the PLO--a terrorist organization--hundreds of millions of dollars. If it can be shown that the PLO has used part of this money either to pay Arab terrorists or to purchase arms for them, this may be grounds for any victim of PLO terrorism to bring the Government of the United States to the bar of justice.
