Risk of Saddam and/or Loyalists Returning to Power

Mr. Pipes: Please comment on the likelihood or un- of Saddam's (if still alive) and/or his loyalists' returning to power if U.S. Armed Forces and all American personnel were to leave Iraq sooner rather than later.
