Builder - General Contractor announces muslim enclave plans.

Several months ago I read an online article regarding an announcement by a GC contracted to construct a planned enclave in Canada. If anyone knows knows the name of the publisher of such article, please email me with particulars. I believe it was announced in Oct. or Nov. 2007 published.
