One has to ask the fundamental question: What is the purpose of the donations to the Arabs who call themseves Palestinians?

two possibilities. One: To lift them out of refugee status. Two: To perpetuate their expectations that at some point they will be able to eliminate the Jewish State. Looking at the outcome, the answer is the latter. 60 years of donations via UNWRA, exceeding four times the Marshal plan per capita, have maintained the Arab refugees in the refugee status, fueling their determination to fulfill the PA charter, the liquidation of the jewish State and all Jews therein.

The caption behind the speakers at the conference tells it all. It reads in French "donations to the Palestinian State", and that can only be achieved, according to the PA charter, upon the ruins of the Jewish State. Therefore the Conference of the Donor States can be renamed the "Conference for the facilitation of the Elimination of the Jewish State" in French.

Doctor Pipes' hopes the deepening poverty of the Arabs will turn them away from terror to the more mundane tasks of education and work. But where will 2.5 billion a a year go? One purpose only: The funding of terrorism, internal and external. Which will engender further hardship to the ordinary Arabs, in which case they will opt for emigration. Israel can enhance this trend by earmarking all civillian aid to the Jewish State for the resettlement of refugees away from the Land of Israel, while recommending all 8 billions be used in the same way.

Since the purpose of the billions is to facilitate the destruction of the Jewish State, this announcement will cause American Aid to Israel to cease, followed by American aid to all parties. Only then will Doctor Pipes expectations be fulfilled
