Assad could easily close the terrorist offices and permit them to open again in alternative premises and/or under a different name.

The sanctions threatened in the Syria Accountability and Lebanese Sovereignty Restoration Act would be welcomed by our "friends" who would step in to fill the gap as they did with sanctions on Iraq.
