I like Rumsfeld's plan, not because it "abandons the cities, but because it puts American and coalition troops where they can do more good. Iraq has a military, despite its biases. That is not going to change - they aren't an American military. Iraqi's view the alignment of cause the same as their neighborhood - half the recruits won't serve unless they can serve in their own areas or provinces. The sheiks negotiate this and they generally go into police groups rather than the Iraq army.

With Americans closer to the border areas, a reduction of foreign fighters and shaped charges should follow. That is good for Americans and for Iraq. Bombs are killing many more Iraqis than Americans. And Iraq isn't trying to stem the border crossings.
