Israeli withdrawal as "conflict management"

Dr. Pipes seems to believe that "winning" requires imposing Israel's will on -- these days, the entire Muslim world. Even though, or because, Israel is a more developed nation than most, it may be correct in deciding that this conflict is one it cannot "win", only manage.
In this case, withdrawal from Lebanon, Gaza, and other predominantly Muslim areas and "circling the wagons" may well be the best strategy, even though it emboldens the Islamists.
