contradiction in the conclusion

I spot a contradiction in the conclusion here. The cultural differences not only account for the failed integration of Muslims in the West. The exact same differences explain the inhospitability of Muslim countries to accommodate Muslim refugees. I would expect those cultural differences to thwart any political efforts from the West. The conclusion presumes that any partner in negotiations would be Western-minded regardless of cultural heritage.
