To Reader Oken's point, we read:
"Jews in Germany and elsewhere may not be interested in Aliyah but the option of Aliyah is there for them if needed, unlike in the past."
In the modern fulfillment of Israel being returned to its heritage homeland, the prophetic implications are that the Eternal Sovereign determined in previous history that the diaspora from the first and second Temple eras were not expected to make a full return. From the time of the Roman expulsion to just before the first world war, the idea of a revived Jewish nation was not in any modern mindset, except for a very few that understood what the prophet Isaiah wrote; that only a remnant will actually come to reoccupy the future homeland and worship at the future Temple is what is expected now.
