De Facto Capital vs. De Jure Capital

Dear Daniel Pipes,

... The UN is a Foreign Relations Diplomatic institution which, as you well know,
traces its roots to European History and the Settlement of 1648.

And I'm sure you know the diplomatic distinction between De Facto and De Jure.

Israel has Tel Aviv as its De Facto Capitol in Tel Aviv because
all of the world's Embassies are located there.

However, the De Jure Capitol of Israel - only by Israeli law - is Jerusalem.
But you also know that the UN lives by the legal myth
in which UN Security Council established or designated Jerusalem
as a special International Zone - not subject to Israel's Sovereignty.
You don't have any sympathy for the unfortunate UN Cartography Department,
or the poor Artist who was told by Israel that Tel Aviv isn't its Capitol,
and told by his UN boss that Jerusalem wasn't it either, haha.

I know, that you know the internal "scandal" that would ensue
if Either City (or Both, though that's impossible, since a Capitol is Singular).

An American analogy is appropriate here.
In the United States during Prohibition, from 1920-1933 there was No Drinking in the USA.
Now imagine Mayor Jimmie Walker (of New York City, 1926-1932)
confronted with the issue of drafting a map of Speakeasies ?

Incidentally, due to the "equal treatment" of the Palestinians by the UN
there's not Capitol for the UN State of Palestine either,
and "Ram Allah" [accent marks omitted] is just a mere city in the WEST BANK.
