As they say---you only make peace with your enemy not your friend and there is not enough defeat on one side or the other to make peace overtures desirable. The Israelis can live with the status quo and the PLO sees no need for a peace initiative because there's always a better deal around the corner and currently the West Bank is doing pretty well. Right now geopolitics is in a state of flux and until it all settles out everyone will march in place!
