The Secretary of State cannot lawfully certify that there are good faith negotiations ongoing with any Muslim state. As previously noted in a MEF article (Oct 2008), the Quran (3:28) requires that Muslims be deceitful when negotiating with Infidels (Secretary Kerry qualifies as such as does the USA). Thus, should the Secretary so certify he should be taken to court by those with claims to pursue against Saudi Arabia and have the certification stricken as it is on its face a perjured document.
