I suspect that Saudi Arabia is actively assisting the creation a Caliphate (Jihad) by sticking with its policy of limiting immigration. To welcome the refugees would repudiate directives from Allah as recorded in the Qu'ran.
This is the Jihadist tactic being implemented.
Hijra: (Muslim Immigration),
-- the early (refugee) Muslims are a "red herring" or a Trojan Horse.
-- The Kafir or Kuffar (Infidel) community gets the false sense that the
-- early immigrants are not a threat,

Many of the "refugees" are young impatient activists dissatisfied with this slow advance toward a Caliphate. They are using other methods.
Idtirar: compulsion or coercion by means of physical power.
-- A theological expression used in connection with human actions
-- under compulsion as opposed to free choice (ikhtiyar).
-- Off with their heads.
