Hochtief Aktiengesellschaft - The German Company that built the defective Mosul Dam

When the Mosul Dam collapses and millions of Iraqis perish,
will there be a law suit for damages in the billions of dollars?

The name of the German company which led the construction of it is Hochtief Aktiengesellschaft.

I deduce that the company will become bankrupt.

Will "Mama" Merkel then get Germany to pay the damages?

It seems to me that Germany should send forces to Mosul to repair the damages before the catastrophic holocaust for which Germans and Germany will otherwise become responsible!
