No, the relations worsened the moment Erdogen and the AK party took power.
If relations were good Turkey would have not allowed the Flotilla to sail in the first place.

"Pipes said Israel took the major step of apologizing to Ankara for their actions against the Mavi "
No, Netanyahu took a very foolish step. It was Turkey that should have apologized to Israel for
allowing that group of thugs to sail in the first place. All that was accomplished by this "apology"
was to undermine Israel's diplomatic position. Instead of apologizing Netanyahu should have asserted
Israel's right to stop the Mari and condemned the actions of the thugs who attacked the IDF.

There will be no true normalizing of relations until Erdogen and the Islamists are no longer in power.
If Turkey wants to improve relations then turkey should make concessions not Israel
