Mumbai?

Another excellent article by Professor Pipes. But I had a question, I notice that Mumbai is not included in the list of terrorist examples quoted below - is it because it had a different cause or was it just not meant to be an exhaustive list?

"in the West" are the key words. More exact would have been "primarily directed against Westerners," as that is why Bali is included and not Mumbai.
