No doubt. But I would suggest that Waltz has come to a very different conclusion on both those points, and he then proceeds from there in - dare I say it? - a most logical fashion.

That you have wished a world into existence where the USA attacks Iran (why, exactly, when it has NEVER attacked anyone to prevent nuclear proliferation?) does not invalidate either Waltz's logic nor my own: it merely means that you possess a wishing-well, and you are wont to use it.
