Intervening or not will be problematic in both cases.. NATO and the US have done both, and there is no clear cut way without moral flak. Millions have died in recent decades from lack of help, but intervention also has backfired with more deaths and hatred for those that came to help: e.g. Iraq and Afganistan.

Post Assad Syria could be a chaotic mess like Iraq and Libya.
