Without any strings attached, or any means of control, the monies will undoubtedy be used to fund their terrorist campaign against the Israelis and to enrich the few in control of the funds.

Just as it is better to give food to a beggar, rather than money, all aid should be in the form of end products (eg: food, secular books, hospital supplies, etc). This is the only way to "help" ensure the end result sought after. But even then, the selfish leaders could easily sell off the supplies for money to fund their terrorist campaigns. A full accounting should also be required of any end-product or monetary aid.
