Totally agree. The whole world is operating under the (seemingly wrong) assumption that a significant portion of Palestinians and their leadership in fact want peace with Israel. Nothing, other than words in English but not in Arabic, indicate this to be the case.
Enough of words; it is only actions that should be considered in granting financial help. Western countries should stop acting on what they would like to see and implement a fact driven approach; i.e. a palpable demonstration of good will on part of the PA (which would include confronting violence and banning hate speech) should be the litmus test of their policy.
