Simply by distroying the Jewish communities and "throw the Jews into the sea". They did it to the Jews of East Jerusalem and Gush Ezion villages. But they fell to submit to their plan. They lost the war. The most majority of the Arab refugees did it in respond to the call of their leaders, and the few such as in Ramla and Lud, were evacuated after they broke an agreement not to take part in the war. On the other hand, before May 1948 the British evacuated Arabs from places at risk such as in Tiberius and it has nothing to do with Jews. One have to recall that in many places Jews asked the Arabs to stay, such as in Haifa, Acre and villages in the Galilee. And many did.
