At least in the short run, there is a conflict between reforming a society v.s. holding elections. How can the rule of law, institutions such as private property, and radical changes like dialogue as a way to resolve conflicts, be imposed on a country such as Afghanistan? Only through the application of force and basically soft colonization. To change their lives is to change the rules they live by, not to accept them as they are. And if we ever take it upon ourselves to rule their society, we will be criticized in many ways.

Here's an idea for the run-off elections: let American government rule be an option to rule the country until the next elections, instead of either Abdullah Abdullah or Hamid Karzai. Let the American government present a plan for what they would accomplish in that time. Who do you think the people will vote for?
