If I am not mistaken, he was a 'kept' politician for the KGB before the collapse of the USSR. As the CIA likely would have wanted Clinton to succeed in the almost-annual peacemaking pilgrimage, but he refused to play along in the end, my conclusion is that even afterward, he did not become a kept politician for the US.
