Can a government work the way you say? If so please give me examples. Everything works by majority no matter what. Thats a fact of life. You must understand this principle before you try to change the most powerful government in the world. You say " tightly controlled government" now that sounds more like a dictatorship than anything. Remember the majority will always rule. By your writing I can tell you're a democrat that is angry at the republican hold on the house and the senate. Think, would you even write this if the democrats ruled the floor? People begin to complain when something doesn't go their way or find something to nag about . Is that what you are doing?
